About Me
Dr. Steven Carter is a board-certified ophthalmologist who provides comprehensive medical and surgical eye care with a special interest in advanced cataract and refractive surgery. He completed ophthalmology residency at the Gavin Herbert Eye Institute at UC Irvine, where he served as chief resident, and he brings that same focus on safety, communication, and surgical excellence to every patient encounter.
At Paveloff Vision Center, Dr. Carter offers laser-assisted cataract surgery, modern lens implants, and vision-correcting procedures such as LASIK and PRK. He also manages glaucoma in partnership with minimally invasive glaucoma surgery and treats common retinal conditions including diabetic eye disease and age-related macular degeneration. Patients appreciate his thoughtful counseling and the time he takes to tailor care to their goals. Outside the clinic, Dr. Carter volunteers with Surgical Eye Expeditions International and provides local community care—reflecting his belief that great outcomes start with compassion.
