Dr. Clarke Nelson

Dr. Rachel Jessica Bishop provides comprehensive eye care at the Wilmer Eye Institute locations in Frederick and Bethesda, Maryland. An assistant professor of ophthalmology at Johns Hopkins, she brings decades of service in military and public health settings to her patient-focused practice. Before medicine, Dr. Bishop served as an officer in the U.S. Army. She completed medical school at the University of Pennsylvania and ophthalmology residency at Walter Reed, later leading refractive surgery and eye care for active-duty personnel and families. After joining the U.S. Public Health Service, Dr. Bishop served as chief of the consult service at the National Eye Institute, caring for patients enrolled in NIH clinical trials and monitoring ocular effects of treatments across institutes. Her interests include dry eye disease—including ocular graft-versus-host disease—medication side effects, low-vision quality-of-life, and improving access to care through technology. Ankur Gupta, MD, MBA, is a board-certified ophthalmologist at Maryland Eye Consultants & Surgeons. He specializes in cataract and refractive surgery and provides comprehensive glaucoma and general eye care. Dr. Gupta completed ophthalmology residency at UT Southwestern Medical Center after earning his MD from the University of Virginia School of Medicine, and also holds an MBA from UVA’s Darden School of Business. He received his undergraduate degree from Duke University. Dr. Gupta focuses on delivering high-quality, individualized care using proven technology in a cost-conscious way. He offers laser-assisted cataract surgery and advanced lens options, laser vision correction (LASIK/PRK), implantable collamer lens surgery, and refractive lens exchange. He also performs minimally invasive glaucoma surgery and enjoys working with patients to align treatment choices with visual needs and lifestyle.

Dr. Sarah M. Chang is a board-certified comprehensive ophthalmologist known for precise cataract surgery and thoughtful, individualized care. She offers a full range of options—including premium lenses, light-adjustable lens technology, and minimally invasive laser procedures—so patients can match treatment to their visual goals. Beyond cataracts, Dr. Chang cares for glaucoma, dry eye, corneal disease, and common retinal conditions, coordinating closely with subspecialists when needed. A Washington, DC area native, she earned her bachelor’s degree in biomechanical engineering from Stanford University and her medical degree from the University of Maryland School of Medicine, where she was inducted early into Alpha Omega Alpha and received the Richard Susel Award for Clinical Excellence in Ophthalmology. She completed an internal medicine internship at Mercy Medical Center in Baltimore and an ophthalmology residency at the University of Maryland.
