Dr. Collin Rozanski

Dr. Carlos Andres Torres Quinones is a board-certified ophthalmologist with Kaiser Permanente in the Northwest region. He provides comprehensive medical and surgical eye care for adults, with clinical practice based in Vancouver, Washington and the surrounding Portland–Clackamas area. Dr. Torres Quinones earned his medical degree from Harvard Medical School, then completed an internship at Legacy Good Samaritan in Portland followed by ophthalmology residency training at the Casey Eye Institute. He evaluates and manages cataracts, glaucoma, retinal and macular disease, diabetic eye disease, and ocular surface problems, and coordinates surgical care when procedures are needed. Patients value his calm manner, careful exams, and clear explanations in both English and Spanish. Dr. Torres Quinones is committed to partnering with patients over the long term, helping them understand how eye health connects to overall health and encouraging steps that protect vision at every stage of life.

Dr. Amar Dhaliwal is the founder of Washington Vital Vision in Kent, Washington and a comprehensive ophthalmologist with a special interest in refractive cataract surgery. With more than six years of specialized experience, he diagnoses and treats a wide range of eye conditions and takes time to explain options clearly so patients can make confident decisions. His approach blends state-of-the-art technology with attentive, patient-centered care, including timely evaluation for urgent eye concerns.A Pacific Northwest native from Shoreline, Dr. Dhaliwal completed the BS/MD program at Wayne State University, graduating summa cum laude with a B.S. in Biology. He earned his medical degree at the University of Pittsburgh School of Medicine and completed ophthalmology residency at Louisiana State University in New Orleans. Before opening Washington Vital Vision, he cared for patients at the Singla Eye Institute outside Houston, where he routinely performed complex cataract surgery and served underserved communities. He is an active member of the American Academy of Ophthalmology and the American Society of Cataract and Refractive Surgery. Outside the clinic, he enjoys soccer, skiing, and time with family and friends.

Dr. Nathan D. Wilbanks is a comprehensive ophthalmologist who specializes in cataract surgery and advanced lens options. He offers femtosecond laser–assisted cataract surgery with the LenSx platform and is experienced with premium intraocular lenses—including multifocal, extended-depth-of-focus, and toric implants—as well as the Light Adjustable Lens for post-operative fine-tuning. In addition to cataract care, Dr. Wilbanks evaluates and treats diabetic eye disease and provides clear, step-by-step guidance so patients understand their choices and recovery.
