Dr. Richard Adler

Dr. Rachel Jessica Bishop provides comprehensive eye care at the Wilmer Eye Institute locations in Frederick and Bethesda, Maryland. An assistant professor of ophthalmology at Johns Hopkins, she brings decades of service in military and public health settings to her patient-focused practice. Before medicine, Dr. Bishop served as an officer in the U.S. Army. She completed medical school at the University of Pennsylvania and ophthalmology residency at Walter Reed, later leading refractive surgery and eye care for active-duty personnel and families. After joining the U.S. Public Health Service, Dr. Bishop served as chief of the consult service at the National Eye Institute, caring for patients enrolled in NIH clinical trials and monitoring ocular effects of treatments across institutes. Her interests include dry eye disease—including ocular graft-versus-host disease—medication side effects, low-vision quality-of-life, and improving access to care through technology. Patients value her clear explanations, thoughtful counseling, and broad experience spanning academic, military, and federal medicine.

Dr. Abrams is a board-certified ophthalmologist who specializes in pediatric ophthalmology, caring for children from infancy through the teen years. She completed her undergraduate education at Harvard College and earned her medical degree at Johns Hopkins University. She then pursued advanced ophthalmology training through residency at Johns Hopkins University and fellowship training in pediatric ophthalmology at The Wilmer Ophthalmological Institute. Dr. Abrams focuses on early detection and timely treatment to support children’s vision development. Families often seek her care for concerns such as strabismus (eye misalignment), amblyopia (lazy eye), nearsightedness, retinopathy of prematurity, and other vision or eye-movement issues. She works closely with parents and caregivers to explain findings in plain language and to guide next steps with compassion and clarity.

Dr. Neal Adams is a board-certified ophthalmologist who specializes in retina care, helping patients with complex retinal conditions and vision-threatening retinal disorders. He brings decades of academic and clinical leadership, having served as Chair of Ophthalmology at Texas Tech University Health Sciences Center and previously as Chief of the Division of Visual Physiology at the Wilmer Eye Institute at Johns Hopkins. After earning a bachelor’s degree in chemistry from Yale University and his medical degree from Johns Hopkins University School of Medicine, Dr. Adams completed ophthalmology residency and retina fellowship training at the Wilmer Eye Institute. He is known for research that helped define “retinal ciliopathies,” and he continues to support advances in retinal medicine through scholarship and education. He serves as Editor-in-Chief of the peer-reviewed journal Eye Reports and is the author of the book Healthy Vision, and he has shared eye-health expertise with national media outlets.
