Dr. Paul Phelps

Dr. Paul Phelps is a board-certified oculofacial plastic surgeon who helps patients look and feel their best with natural, refreshed results. He combines advanced surgical technique with an artistic approach, specializing in laser-assisted eyelid and facial rejuvenation and care for thyroid eye disease.

He completed an oculofacial plastic surgery fellowship at Albany Medical College and an ophthalmic pathology fellowship at the University of Wisconsin–Madison, after ophthalmology residency at John H. Stroger, Jr. Hospital of Cook County and medical school at Drexel University College of Medicine. He serves as Clinical Assistant Professor of Ophthalmology at Northwestern University Feinberg School of Medicine and is Director of Oculofacial Plastic and Orbital Surgery at Cook County Health.

Dr. Phelps is known for a thoughtful, compassionate style—taking time to understand goals, explain options, and guide patients through every step of care. He has authored more than 100 publications and is invited to speak on cosmetic laser surgery and innovations in facial aesthetics.
