Meet Dr. Rachel Bishop

Dr. Rachel Jessica Bishop provides comprehensive eye care at the Wilmer Eye Institute locations in Frederick and Bethesda, Maryland. An assistant professor of ophthalmology at Johns Hopkins, she brings decades of service in military and public health settings to her patient-focused practice. Before medicine, Dr. Bishop served as an officer in the U.S. Army. She completed medical school at the University of Pennsylvania and ophthalmology residency at Walter Reed, later leading refractive surgery and eye care for active-duty personnel and families.

After joining the U.S. Public Health Service, Dr. Bishop served as chief of the consult service at the National Eye Institute, caring for patients enrolled in NIH clinical trials and monitoring ocular effects of treatments across institutes. Her interests include dry eye disease—including ocular graft-versus-host disease—medication side effects, low-vision quality-of-life, and improving access to care through technology. Patients value her clear explanations, thoughtful counseling, and broad experience spanning academic, military, and federal medicine.
