Dr. Ryan Otsuka is a board-certified general ophthalmologist in Honolulu, Hawaii, where he cares for patients at Otsuka Eye Care. His practice is built around an “ohana” approach—taking time to listen, explain findings clearly, and help you feel comfortable at every visit. Born and raised in Honolulu, Dr. Otsuka returned home after completing his training. He completed undergraduate studies at Northwestern University, attended medical school at the University of Hawaii John A. Burns School of Medicine, and finished his ophthalmology residency at Texas Tech University Health Sciences Center. Dr. Otsuka provides a full range of eye care, from comprehensive eye exams and prescription updates to treatment planning for cataracts, glaucoma, dry eye, and urgent eye concerns. He also evaluates new floaters and symptoms that may signal retinal tears or detachment so patients can get timely guidance and care.

Dr. Ryan Steck is a board-certified comprehensive ophthalmologist specializing in cataract and refractive surgery. He helps patients compare modern lens options, discusses how astigmatism and near-vision needs affect choices, and outlines a clear plan for recovery. He also offers minimally invasive treatments for glaucoma and coordinates care for patients who need both vision correction and pressure control. In addition to caring for the community at Aloha Laser Vision, Dr. Steck serves as Chief of Refractive Surgery for the Warfighter Refractive Surgery Program at Tripler Army Medical Center. Patients appreciate his blend of precision and warmth—explaining benefits, limits, and alternatives in plain language so decisions feel confident and personalized.

Dr. Andrew Chung is a board-certified ophthalmologist who provides medical and surgical eye care through Kauai Eye Institute. He combines careful evaluation with clear, practical guidance so patients understand their diagnosis and feel confident about the next steps. His work includes cataract surgery and advanced intraocular lens options, including the Light Adjustable Lens (LAL). He also helps patients manage glaucoma, including minimally invasive glaucoma surgery (MIGS) options when appropriate, and treats conditions such as pterygium (“surfer’s eye”). In addition, the practice offers Valeda photobiomodulation therapy for dry age-related macular degeneration (AMD). Dr. Chung earned a Bachelor of Science in Biomedical Science from Oakwood University, then completed medical school and ophthalmology residency at Loma Linda University Medical Center. He is also board-certified in lifestyle medicine, and he enjoys time with his family, basketball, hiking, and plant-based cooking.

Dr. Jeffrey Rutgard is an ophthalmologist who focuses on restoring vision for people affected by treatable blindness, especially cataracts. As founder and president of iSight Missions, he has helped bring sustainable eye care and vision-restoring surgery to underserved communities in the U.S. and around the world, partnering with local clinicians to build long-term access to care. He earned his medical degree at the University of Illinois and completed ophthalmology training that began at UCLA’s Jules Stein Eye Institute, followed by residency and an associateship in ophthalmology at the University of Iowa. He has participated in hundreds of eye-mission projects, providing large-scale eye examinations and performing thousands of humanitarian surgeries. Dr. Rutgard is also committed to education, training ophthalmologists and surgical teams internationally in Manual Small Incision Cataract Surgery (MSICS) so communities can continue caring for patients long after a mission ends.
